Guys,
I found this control panel called GoMac. I know many of you have mentioned that there are a few aspects of the W95 user experience which you like a lot, and among those was the Start bar at the bottom of the screen, which gives you the utterly useless "Start" menu, but also gives a button for each application which is running on the machine. GoMac gives you this on the mac! It's really cool. You can set it so the bar only appears when you move the mouse to the bottom of the screen, and it's much more convenient than having to go to the application menu to switch applications. It gives you a start menu, too, which you can place items into a folder and use in a way VERY similar to the PC Start menu. I actually like this program quite a bit.

Check it out (its really small, so it's a fast download),
