If you want to make a Windows splash screen for your BBS its pretty simple.
There is a shareware program for the IBM called Graphics Workshop. It allows you to make a stand alone exe. file from a PCX file. Using a simple batch file you can have the splash screen load as the 1st item and the bbs/user program load as the second item.
