Here's what I have:

<!-- #dir_list dir="" "<tr> <td width=24> " ICON " </td> <td> " FILEHREF "</td> <td width=50> " FILESIZE "</td> <td>
" LAST_MODIFIED " </td> </tr> <tr> <td></td> <td colspan=3><FONT SIZE =-2>" DESCRIPTION " </FONT> </td> </tr>"
-->

the parameters are

"<tr> <td width=24> "
ICON
" </td> <td> "
FILEHREF
"</td> <td width=50> "
FILESIZE

etc...

The "variables" have no quotes, only the strings, any spaces. So I'm not sure what you mean. You can remove the spaces within the quotes, but there must be some white space separation between the parameters in the list passed to the command.
