the point is that

is very different from

<!-- #dir_list dir="" "<tr> <td width=24> "ICON" </td> etc

And, in fact, if you squish them all together you get an odd quote. Are you saying the quotes are not around ICON but around the html? and that you need to put white space between the quoted html and ICON?

i.e.

that

<!-- #dir_list dir="" "<tr> <td width=24>" ICON "</td> etc would be OK?--but not

<!-- #dir_list dir="" "<tr> <td width=24>"ICON"</td>
