Those are identical, and both incorrect as well.

You need one more quote to terminate the last string as shown above. You may not need additional whitespace between the strings and vars as in:

<!-- #dir_list dir="" "<tr> <td width=24> "ICON" </td></tr> "


But it is confusing as hell to read that. It looks like "ICON" is being quoted, when in fact that is not the case.
