Timbuktu 4.0 is now available and should be the solution you are seeking. You would need two good modems, one on each machine. You can do just about anything including powering down or restarting your Mac. The only thing you can't do is remotely flip the switches. It will not recover from a crash though. I use Powerkey Pro to remotely restart my server with a phone call. It will also autodetect a crash and reset it as well. You can read about Powerkey Pro at http://www.sophisticated.com.
