Try installing Apple's Drag and Drop extension (you should be able to find it at one of the Apple FTP sites). That should get rid of the 'fake desktop'.

<warning! long winded explanation ahead>

FYI, prior to MacOS 7.5, TF/User created a 'fake desktop' to allow users to transfer files by simply dragging a file from the 'fake desktop' to a folder. This was one of TeleFinder's early features. At some point, Apple created an extension called the 'Drag and Drop extension'. This extension (which was later built into the MacOS) allowed programs to transfer text, files, folder, etc. by 'dragging and dropping' from the Finder into an application. Telefinder/User takes advantage this feature so that users no longer need to use the 'fake desktop'. However the 'fake desktop' is still in TF/User for people who don't have the 'Drag and Drop extension' or MacOS 7.5 or greater.
