My present vote is for 8.6 with the Font patch. I find it fast and stable without the features that OS9 adds that has to be disabled. On a 9600 I would really recommend it over anything later.
For later models 9.1 or even 9.2.1 are okay but there are several "features" that Apple added to the OS that conflict with a server.
I would also make sure not to install Explorer on my server. If you need a browser on the server machine for any reason use Netscape. You really don't want all of those Microsoft extension in the system folder.
I also turn off all un-needed control panels and extensions on any OS that I run. I run an ext called Server Power that insures the machine restarts automatically in event of a power failure.
I think a lot of PowerKey Pro from Sophisticated Circuits <http://www.sophisticated.com> as it adds a check when you run the web server Plug-In that automatically resets your system if TeleFinder fails to respond. I can take a vacation with confidence that my servers will always be online.
