We have the same problem here at Derby. We tried reminding users through the log in alerts, allstaff e-mails and online help. All to no avail. Eventually the hard drive filled up and drastic measures were required.
The only solution we have found _is_ OAT's mailbox cleanup facility. I've set it to delete mail older than 30 days and with an amnesty period of 14 days. The latter creates a folder called 'To be deleted' (or words to that effect). This certainly draws attention to fact that mails will be expunged!
This facility works _and_ it makes it the responsibility of the user to read and save mail where necessary. If they don't it's their tough luck.
