The traffic level will have a lot to do with your results. Your ISP has peak times when a good percentage of his bandwidth gets near saturation. Many don't spend the money to have the extra bandwidth to give really good performance during those times. In fact sometimes they purposely let it get run over that 10% of the time of the day when the traffic is highest since they figure the 90% satisfies most of their customers, most of the time. They put the savings in their pockets.
Their are unscrupulous ISP's who just flat keep selling when they have seriously oversold their bandwidth. They are in it for the short term profit they can make. I see those types in the market I am in. In this market they are the guys that offer the ridiculously low prices and keep signing them up. People sometimes get fed up and quit them but for the most part the majority are too dumb to know any better and keep sending them their monthly. Not an easy way to measure but if your performance stays down and you can't find any technical reasons then you might want to consider a new ISP as an alternative.
