Dedicated TCP Slow Transfers

My ISP kept trying to tell me that my Mac or Server was at fault.
I thought that It might be an open ground transmit wire from my router to the phone company.
Then I tired to tweak the TCP Re-try time and MSS def, min and max
By so doing, I caused the server to retry every 1milli seconds that totally bombarded my isp. I did this for 8 hours.
Then suddenly, the problem disappeared and now I am getting a normal 8% to 10% retransmit to my ISP.
The only thing I can think of, is that the ISP must have got sick and tired of my retransmits??????? very 1 millionith of a second?????
