This is not the answer you want to hear but it is my best guess:

I am assuming that you are getting re-transmits on the two dial-in line when AppleTalk is active. The best solution for this is to get a CSI Hurdler or Hustler card for the dial-in connections. this card will buffer the dial-in ports so that they are not starved by the appletalk activity. Another part of the solution is to migrate from appletalk over the conventional cables to appletalk over ethernet (EtherTalk). This will require hardware changes (ethernet cards, line trancievers and cabling) for your entire network but will be offset by vastly snappier response all over it. You will also gain immediate connectivity to any unix workstations and TCP equipped PC's on your net. EtherTalk also does not hog the CPU as much as conventional appletalk either.
