You may need to make the modem do a 'recall' (where it briefly earths the phone wires, also known as switching hook). The command for this is (I think, I don't use it much [at all], and I don't have my modem manual handy) and exclamation mark in the dialling string. eg: ATDT !, 9 123456789.
The initial 9 may be needed for an outside line, depending on the exchange.
