The problem is that dragging and dropping files with Finder produced a
copy which is using the wrong file system. DVDs are supposed to use UDF,
whereas Finder-created DVDs are a hybrid of ISO-9660 and HFS+. This is
unplayable in many DVD players. The more flexible ones (e.g. those which
play photo CDs or MP3 CDs) should recognise the ISO-9660 file system,
but some might still only allow DVD playback from UDF.

The best solution is to copy the DVD as an entire disc, using Disk
Utility or Toast. In Disk Utility you can create a disk image from the
source DVD, using the "DVD/CD Master" format for the image file. You can
then burn that to another DVD. In Toast, simply use the Disc Copy
function.
