Open System Preferences and under the hardware grouping open CDs & DVDs.
You can use the pop-up box next to "When you insert a video DVD:" to
select the desired function.

I have music/picture CD and video DVD set to "Ignore". For the other
two, I have it set to "Ask what to do", but I usually have the
appropriate program already running so it never asks.
