Make sure that you select "ppp" or "freeppp" (whichever you are using for your internet connection) from the "connect via" options in the top middle of the window. Also, at the bottom of the "edit" menu there is an option for "User Mode" which has various levels, one of which may not allow you to do much (and is generally used in schools where admin's don't want people messing with the settings all the time).
