Well, considering that Headgap is run on a 33.6 PPP connection and worked reliably enough for me to connect every time I tried (almost daily) while I was in Knoxville, I don't think it's quite as bad as you're saying. Certainly it costs money ($100) to register your own domain name, but it's usually not extremely expensive to get a static IP address instead of going with dynamic IP addressing (like most PPP accounts).

Often the expense of getting an ISDN ISP account is that if you plan on keeping it up all the time, the ISP used to basically charge you the price of having another ISDN TA and line installed on their end in addition to regular charges. It may be that competition and increased ISDN availability is forcing the ISPs to spread out these charges over a longer period of time (which is both smart and realistic on their part). I don't know if this is the case in Memphis or not, though.
