After using Jill's PC to get on the Internet, my Mac 6110 sure seems slow. What do i need to get decent speed on the WWW? A faster CPU? Jill's modem is the same speed as mine, though her's says it's connecting at 118,000 bps or so. Mine connects at 28.8 kbps or slower. What do I need to do to increase the throughput on my Mac? If it's a new Mac I need, what's the most economical model for my purposes?

You've asked a hard question. There are so many factors involved that it's hard to give an exact answer.
First, her modem didn't connect @ 115,200. That speed is with compression, the actual modem speed is probably 28.8 - 33.6. In your modem settings, try setting your modem settings to 115,200 BAUD. It will increase your modem-to-computer connection, and may make things slightly faster. If you're using OT/PPP to connect to the Internet, you may have to change your modem script file (found in your extensions folder). If you don't want to mess with this file, send it to me, and I'll try to get it running a little faster for you.
Also, modems are funny things. Sometimes, they don't like to talk to each other. Even if you get a faster computer, your connection may still be slow.
Are you both using the same ISP?
Are you calling around the same time? Net traffic may make everything seem slow.
Upgrade to Netscape Navigator 4.03. It is much faster when browsing the web.
If it seems like your computer is getting information fast, but it takes a lot of time to process the images and/or text then your computer is slow. My suggestion would be to try to speed up your computer, by getting rid of useless extensions.
Buying a new computer should be a final resort. I suggest getting a Pentium II class computer, not many ISPs support Macs anymore. PCs also get the cool web browsers before Macs, and they are better than the Mac version.
